Monitoring psychiatrických zariadení z pohľadu ľudských práv a Úradu komisára pre osoby so zdravotným postihnutím

V článku prezentujeme monitorovaciu činnosť Úradu komisára pre osoby so zdravotným postihnutím, zvlášť s duševnými poruchami, ktorá sa vykonáva osobnými návštevami psychiatrických zariadení Slovenskej republiky. Hlavným prostriedkom hodnotenia je súbor nástrojov Svetovej zdravotníckej organizácie – Quality Rights Tool Kit a hodnotiace hárky Európskeho výboru na zabránenie mučenia a neľudského či ponižujúceho zaobchádzania alebo trestania (CPT) Rady Európy pre psychiatrické zariadenia. Cieľom monitoringov je zmapovať, akým spôsobom je zabezpečené dodržiavanie ľudských práv v psychiatrických zariadeniach a identifikovať systémové a ľudské nedostatky pri implementácii medzinárodných dohovorov. Finálnym rezultátom uskutočnených monitoringov bude Mimoriadna správa z monitoringov psychiatrických zariadení následne predložená Národnej rade Slovenskej republiky. Systematické hodnotenie kvality psychiatrických zariadení v súvislosti s naplňovaním Dohovoru o právach osôb so zdravotným postihnutím prinesie dôležité informácie a podklady pre nastavenie potrebných zmien v spoločnosti a zvýšenie kvality poskytovaných služieb.

Monitoring of psychiatric facilities from the perspective of human rights and the Office of the Commissioner for persons with disabilities
In the article we present monitoring activities of the Office of the Commissioner for Persons with Disabilities focusing on mental health, which is carried out by personal visits to psychiatric facilities of the Slovak Republic. The main mean of evaluation is the World Health Organization‘s - QualityRights Tool Kit and Checklist for the evaluation of a psychiatric hospital of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT). The goal of the monitoring is maping how human rights are respected in psychiatric facilities and to identify systemic and human deficiencies in the implementation of international conventions. The final result of the monitoring will be the special report on Monitoring of Psychiatric Facilities subsequently submitted to the National Council of the Slovak Republic. The systematic assessment of the quality of psychiatric facilities in connection with the implementation of the Convention on the Rights of Persons with Disabilities will bring important information and documents for setting the necessary changes in society and improving the quality of services provided.
